On mid-October Fridays and Saturdays, yes: general-admission waits can run 60-90 minutes per attraction while fast passes cut that to 10-20. On weeknights and early-season weekends, general admission is usually fine. Do the math per person: if the upgrade costs less than an hour of standing in the cold feels worth to your group, buy it for the busiest attraction only.
